A new regulation that will preserve Zigong's lantern culture is set to take effect on Oct. 1, 2024, according to a press conference that was held in Zigong on Sep. 24.
The Zigong Lantern Culture Protection Regulation aims to promote the traditional culture of Zigong's lanterns, strengthen protection efforts and foster high-quality development within the lantern industry. It outlines clear guidelines for the preservation, innovation and advancement of lantern culture, and also specifies legal responsibilities. This is the first local regulation in China dedicated to the protection of lantern culture.
The regulation defines six categorizes for protection: sites, relics and structures; outstanding lantern works and tools used in lantern creation; cultural and artistic works; traditional folk activities; the craft of lantern-making; and other cultural resources that need protection. A lantern culture protection system has also been established to clarify the scope of protection.
Besides listing areas of cultural preservation, the regulation also identifies those responsible for protection and their duties, along with corresponding penalties for violators. Additionally, it introduces the "Lantern Traditional Craft Representative" system. This system designates individuals or groups proficient in traditional lantern-making techniques, specifying their rights and responsibilities, and supports their efforts in passing down and promoting these techniques.
To support the development of the lantern industry, the regulation provides guidelines on theoretical research, technological innovation, intellectual property protection, brand building, talent development as well as the integration of culture and tourism. These measures aim to further realize marketization, industrialization and standardization of the lantern industry, while promoting the inheritance, innovation and dissemination of Zigong's local lantern culture.
